The Randall County Juvenile Board is the governing body of the Youth Center of the High Plains, overseeing all the juvenile justice departments in Randall County. The Honorable James W. Anderson, Judge of the Randall County Court-at Law 1 is the Chairman of the Board. The members are:

 Joe Barton, MA, LPC-Supervisor, NCC, serves Randall County as the Chief Juvenile Probation Officer. He is the Executive Director of each of the programs of the Youth Center. Assisting Mr. Barton with the administration of those programs are his deputy chiefs, Jay Kantor and Neil Eddins.

Funding the Youth Center of the High Plains is primarily local monies allocated through the Randall County Commissioners Court. State funding is provided to Randall County through the Texas Juvenile Justice Department, which also promulgates standards of operation for juvenile probation services as well as secure detention and secure residential programs.
